Sauti ya Mwananchi (Swahili for “Voice of the Citizen”) is an open governance intelligence platform for Kenya. It turns complex parliamentary data and legal text into clear, citizen-first insights using Google’s Gemini models. Explore politician scorecards, compare leaders, analyze bills, and stream live procurement risk assessments – all in one beautiful, responsive app.

- One-click AI-powered insights (achievements, red flags) per politician

## 🚀 Getting Started (Local Dev)

Prerequisites:
- Node 18+
- A Google Gemini API key

Setup:

# Create local environment (never commit .env)

echo "GEMINI_API_KEY=your_key" >> .env

# Run dev server
npm run dev
# Open the printed localhost URL

Environment variables used:
- `GEMINI_API_KEY` (preferred)
- `API_KEY` (legacy fallback)

Security hardening baked in:
- `.gitignore` ignores `.env` and `.env.*` (but not `.env.example`)
- If you ever committed secrets by mistake, rotate keys in your provider dashboard immediately

## ⚙️ Production Notes

- Replace Tailwind CDN with a PostCSS/CLI build for production CSS. See Tailwind docs: `https://tailwindcss.com/docs/installation`
- Vercel deploys work great with Vite. Add `GEMINI_API_KEY` in Vercel Project → Settings → Environment Variables.
- No server required; the app is a static SPA using the official client library.

## 🧠 AI Integrations

All AI logic lives in `services/geminiService.ts`:
- Chat (`askGemini`): grounded answers with optional source extraction
- Insights (`generateInsights`): structured JSON results
- Tender analysis (`analyzeTenderStream`): live streaming with per-tender state
- Bill Analyzer (`analyzeBillText`): strict `responseSchema` + robust text fallbacks; retries and model fallbacks for 429s

## 🩺 Troubleshooting

- Blank page at startup
  - Hard refresh; ensure `index.tsx` mounts to `#root`
  - Remove import maps that override Vite resolution

- Tailwind CDN production warning
  - Safe to ignore in dev; for prod, install Tailwind via PostCSS/CLI

- Recharts “width/height -1” warning
  - Ensure the chart container has `min-w-0` and is visible (not zero-sized in flex)

- AI Bill Analyzer returns a generic fallback
  - Try a shorter excerpt; long legal text can push token limits
  - The analyzer will still return structured sections using text extraction

- 429 RESOURCE_EXHAUSTED
  - Built-in retries and model fallbacks will re-attempt automatically
  - If persistent, slow down requests or upgrade quota
